The phrase gets used loosely. Here is what it specifically requires — and what it does not.
ABDM alignment is an architectural property: digital health identity, consent-based exchange, FHIR-based records and defined provider/user roles. It is not a certificate you can purchase.
The most common mistake is treating ABHA integration as the finish line. Identity is the starting point — the harder work is care-context linking and consent-flow design across every system that touches the patient.
A useful test: if a new system cannot be added to the exchange without renegotiating the identity and consent model, the architecture was not actually ABDM-ready — it was ABDM-adjacent.
